Development Programs & Incentives

The Center City Development Office (CCDO) utilizes a variety of incentive programs to promote growth and development in targeted areas of the City, specifically in the underserved residential and commercial real estate markets within center city. The City concentrates on revitalizing targeted sectors and alleviating challenges to development by providing incentives that meet the development and revitalization goals of the City of San Antonio.

ICRIP Fee Waiver Policy and Program (ICRIP)

The Inner City Reinvestment Infill Policy promotes and encourages new development, redevelopment of underused buildings, building maintenance and business recruitment. Residential, mixed-use, commercial, and industrial developments located in the target area may be eligible for waivers of City and SAWS impact fees.

Center City Housing Incentive Policy (CCHIP)

The Center City Housing Incentive Policy provides financial incentives for multi-family housing projects within the original 36 square miles of the city, known as the Community Revitalization Action Group (CRAG) area. This as-of-right incentive program offers eligible projects City and Water Impact Fee Waivers, up to a 15-year Real Property Tax Rebate (City ad valorem taxes only), up to $7,500 per housing unit in a Low Interest Loan (LIBOR plus 75 basis points) and a Mixed-Use Forgivable Loan equal to $10 per square foot of commercial space and $20 per square feet of retail space.

Brownfields Redevelopment Program

The City of San Antonio Brownfields Program identifies abandoned or underutilized properties where expansion or development has been complicated by real or perceived environmental contamination. Program managers work with CCDO staff and other partners to provide environmental assessments, clean-up grants, forgivable loans and other incentives to developers of Brownfield properties.

Office of Urban Redevelopment San Antonio (Our SA)

OUR SA promotes and enhances opportunities that create new jobs, revitalize neighborhoods and sustain livability within the City of San Antonio. Through its affiliated non-profit, San Antonio Affordable Housing, Inc. (SAAH), OUR SA also manages all land bank activities which serve to stimulate residential, commercial and mixed-use development under the direction of the Mayor, City Council and SAAH Board of Directors.
